Customs clearance is a complex of operations performed by the customs applicant for the purpose of observing the requirements of the laws and regulations during the transfer of goods and vehicles via the customs border of the Customs Union and by the customs body officials for the purpose of checking the completeness and credibility of the provided data. Customs clearance encompasses the declaration of goods and other actions to confirm the fulfilment of additional requirements and restrictions on the part of the importer/exporter imposed on the goods transfer process (quotes and certification), calculation of payable amounts, customs charges, etc. Quite often, additional documents are required which confirm the customs value of the goods or other data (for example, the country of origin).
The employment of specialists with knowledge in customs clearance, their regular upgrade training, acquisition of specialised software containing updated legal and reference documentation regarding the customs procedures is not always economically expedient for a company – a foreign trade operator. Often it is more expedient to apply to a specialised company which has the experience of performing customs operations and extensive experience of communication with customs bodies (so-called foreign trade outsourcing).
